How to lodge a Construction Certificate
- Obtain Development Consent (DA)
- Before applying for a CC, you must have an approved Development Consent.
- Prepare the required documentation
- Approved DA and stamped plans.
- Detailed construction drawings.
- Structural engineering plans and specifications.
- Stormwater and drainage plans.
- Fire safety documentation (where applicable).
- Any other reports required by the development consent.
- Lodge the application through the NSW Planning Portal
- Log in to the NSW Planning Portal.
- Select Apply for a Construction Certificate.
- Upload the required plans, reports and supporting documents.
- Pay the applicable fees. [service.nsw.gov.au]
- Choose Council as your Certifier
- Download and complete the Council Principal Certifier agreement form.
- Create a Principal Certifier case on the NSW Planning Portal
- Upload the completed Principal Certifier agreement form and submit it.
5. Fee quote
- Once received Council will issue a fee quote for all applicable fees
- Once the fees have been paid the application will proceed to assessment
How to Lodge a Complying Development Certificate (CDC)
- Confirm your development is eligible for a CDC
- Ensure your proposal meets the requirements of the relevant NSW complying development provisions.
- Prepare the required documentation
- Site plan, architectural plans and other plans detailing compliance with the SEPP.
- Structural engineering details (where applicable).
- Stormwater and drainage plans.
- BASIX certificate (for applicable residential development).
- Any other supporting reports required for the development.
- Lodge your application through the NSW Planning Portal
- Log in to the NSW Planning Portal.
- Select Apply for a Complying Development Certificate.
- Upload all required plans, certificates and supporting documents.
- Submit the application.
- Choose Ballina Shire Council as your Certifier
- Upload the required Council certifier agreement forms through the NSW Planning Portal.
- Submit the application.
- Pay the applicable fees
- Council will review the application and issue a fee quote.
- Once all fees have been paid, the application will proceed to assessment.
How to Lodge an Occupation Certificate (OC)
- Complete all approved building work
- Ensure all building work has been completed in accordance with the Development Consent, Construction Certificate or Complying Development Certificate.
- Obtain the required compliance documentation
- Certificates from licensed trades and contractors.
- Fire safety certificates (where applicable).
- Survey certificates (where required).
- Any other documentation required by the consent or certifier.
- Lodge the application through the NSW Planning Portal
- Log in to the NSW Planning Portal.
- Select Apply for an Occupation Certificate.
- Upload all required certificates and supporting documents.
- Submit the application.
- Choose Ballina Shire Council as your Certifier
- Ensure the required certifier agreement form has been previously submitted.
- Fees
- In most cases the Occupation Certificate fee would have been included in the Construction Certificate or Complying Development Certificate fee package.
- Council will advise you if additional fees are required.
- Final inspection and determination
Once submitted, you may book your final inspection.
